In a photo finish, a photograph of the horses at the finish is studied by stewards to determine who crossed the line first. The photo can be skewed, however, by a rider attempting to gain an advantage on his competitor by steering his horse in the direction of the winning horse. In these cases, the winner is deemed to be the horse with the best stewards’ decision.
